Housing Stability Manager (Full Time), Louisville Metro Government, Louisville, KY

Description
This position manages subordinate supervisory personnel coordinating day-to-day operations of housing assistance programs. Manages the planning, development, and implementation of federal, state, and local-funded housing assistance programs. Develops and evaluates policies and procedures and key performance indicators. Exercises supervision over subordinate personnel, including supervisory personnel. Requires advanced understanding of Community Development Block Grant (CDBG), Emergency Rental Assistance Program (ERAP), Lead Safe Housing and related funding requirements.

Examples of Duties

ESSENTIAL FUNCTIONS

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

  • Evaluates policies, procedures, programs, and services, and recommends modifications.
  • Coordinates program activities with interrelated activities of other programs to ensure efficiency and economy.
  • Oversees the development and implementation of federal, state, local regulations of multiple housing stabilization and rehabilitation programs.
  • Analyzes data and workflow.
  • Creates, modifies, or enhances computer applications in a client/server environment.
  • Generates reports, graphics, or other data output.
  • Trains internal and external stakeholders on technological and organizational systems related to program policies and procedures.
  • Meets with program staff and external stakeholders to discuss program performance.
  • Provides oversight over client intake, processing, and fund distribution processes.
  • Assists in budget oversight and monitors and controls expenditures.
  • Prepares reports and correspondence, completes special projects, and maintains records and files.
  • Attends meetings with other departments, and government and community organizations to provide information to publicize available services and to maintain positive public relations.
  • Researches, identifies, and procures resources such as grants, consultants, and technical assistance to improve the quality or extend the level of services in the community.
  • Evaluates and develops goals and objectives, policies, procedures, programs, and performance measures, and recommends improvements.
  • Performs related work.

Minimum Requirements

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

  • Bachelor’s Degree in Community Development, Political Science, Public Administration, Business Administration, Paralegal/Law, Social Science, Finance, Real Estate, Construction Management, or related discipline.
  • Five (5) years of administering state and/or federal housing-related programs. Two years of supervisory experience responsible for multiple areas of oversight.
  • An equivalent combination of education and experience may be substituted.

PHYSICAL DEMANDS

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

  • Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.

SPECIAL CERTIFICATIONS AND LICENSES

  • Project Management Professional Certification and/or class experience desired.
  • National Development Corporation Housing Development Professional Certification preferred.
